MANY CHANGES FOR MASSACHUSETTS LOTTERY

The date of August 15, 2011, will bring forth many changes for the Massachusetts State Lottery. As the lottery’s contract with its broadcast partner will expire, the lottery results will no longer be televised. While this may be bad news for lottery players that don’t have access to an internet connection, other lottery players will revel in the possibility of watching the lottery’s full drawings over the internet, at the Massachusetts Lottery official website. The lottery wants to ensure its players that it won’t pull any “fast ones” with its drawings. So everything will take place in a secured room, which can be seen completely from the headquarters’ lobby. The Massachusetts Lottery was created in 1971, when the Massachusetts General Court, the Commonwealth and the lawmakers decided to legalize gambling. The lottery is run by a 5 member commission that includes the Secretary of the Massachusetts Department of Public Safety, the State Treasurer and the Receiver-General, which also serves the role of chairman. The Massachusetts State Lottery is not your average run of the mill government operated lotto organization. For example, the federal level of withholding is 5 percent for prizes exceeding $5,000. Well, the Massachusetts Lottery will withhold 5 percent for any prize of over $600. Also, if one manages to win $5,000, the lottery will withhold 30 percent.

There have been quite a few problems for the lottery concerning its annuity policy. The lottery only offers annuity prizes and no lump sum option. A case sparked a lot of controversy back in 2004, when Louise Outing sued the lottery. The woman managed to win a $5.4 million jackpot at the Megabucks game and the lottery refused to pay a lump sum option. The problem was that the woman was 94 years old, so an annuity wouldn’t have don her much good. The lottery decided to change things in 2009, when it made lump sum options available for some of its instant scratch games.
