		DUBUQUE MAN WINS $30,000 LOTTERY PRIZE August 13, 2012 A Dubuque man won a top prize of $30,000 playing the lottery's "Roulette" instant-scratch game. Bruce Martelle claimed his prize Wednesday at the Iowa Lottery's regional office in Cedar Rapids. He purchased his winning ticket at Family Mart, 3201 Central St. in Dubuque.
